Економічні санкції як інструмент трансформації міжнародного бізнес-середовища: порівняльний аналіз підходів ЄС, США та України

У статті здійснено комплексний аналіз впливу економічних інструментів зовнішньої політики на архітектуру сучасних міжнародних економічних відносин. Досліджено феномен перетворення санкційних порядків з інструменту політичного тиску на системний чинник змін у міжнародному бізнес-середовищі. Проведено зіставний аналіз інституційних та нормативно-правових підходів до втілення санкційної політики ключових геополітичних суб’єктів – Європейського Союзу, Сполучених Штатів Америки та України. Особливу увагу зроблено на оцінці впливу обмежувальних кроків на динаміку транскордонних інвестиційних потоків, диверсифікацію світових ланцюгів доданої вартості та зміну стратегій корпоративного управління ризиками. Методологічну базу дослідження складають порівняльно-правовий метод, методи аналізу та синтезу. В ході дослідження визначено тенденції до фрагментації світової економіки, посилення неопротекціонізму та становлення нових регіональних економічних союзів. Обґрунтовано, що санкції є не лише інструментом стримування агресора, але й важливим елементом виконання зобов’язань у межах євроінтеграції та зміцнення позицій держави на міжнародній арені. За результатами дослідження запропоновано напрями вдосконалення санкційної політики з урахуванням європейських практик та стратегічних цілей України.
